Severity Levels:
Users may select a severity parameter with every notification method.
The parameter determines events of what severity level(s) are to be sent to
a receiver.
Notification: Events of all severity levels
Warning: Two levels: Warning and Critical messages
Critical: Only the most serious events: Critical messages
